It looks like there might be bulk cases submitted with NOC 2171 during Nov/Dec 2019 , per this thread i heard last update on NOC 2171 moved to in-process with submission date as 12/14. Hope your file will be picked soon.

Anyone above 10+ years of experience would get 15 points, you have 13.7, so yes 15 points. Its all about reference letters, make sure you get reference/ work experience letters from each employer...

SINP cutoff for noc 2171 was 68/69 during Oct 2019. Not sure about PEI, i guess PEI requires job offer.
