It looks like there might be bulk cases submitted with NOC 2171 during Nov/Dec 2019 , per this thread i heard last update on NOC 2171 moved to in-process with submission date as 12/14. Hope your file will be picked soon.

The person below received nomination. He is EE and submitted on 31st January. Seems they are only processing certain NOCs and put the rest on hold.
