    Hey, I'm from the August group, not Manila office though. I asked someone from that group though what their timelines are normally like for your VO and they said 12 months but that the people who are being processed in 2-3 months now are expedited cases, ie. sponsor about to give birth, etc...

    Background check in progress means they are on the last part of your application, and you should expect PPR soon ish after. The background check is the last thing that they look at before they provide a decision. Hope that helps.
