    Read the article which quotes his speech. He did say additional points coming for French and Siblings in 2017. My assumption is that it might be announced this year but implemented on Jan 1, 2017, because the Federation said there is an urgency for French.

    No, because in either way in force like PNP amongst them, they cannot attain their objective. I mean additional points for those who have French under Express Entry this time. This has been made clear in his speech.
