Ok then he/she can sponsor you only when no other livibg close relatives are available to sponsor. Like parents or grandparents, brothers or sisters, orphaned neices or nephews under 18, uncles or aunts. Etc

if your cousin has a living spouse in Canada, then i believe he/she cant sponsor you under the Family class
