according to me, It is really better to apply at the time of submission. because, some of countries have very long protocol to get PCC and it will surely delay our application for canada. I have applied for this PCC after i get PER and have submitted this PCC after 2 months of my due date given...

Hi, Though i need not get Malaysian PCC, i am trying for another country's PCC. First find out the phone number of Malaysian consulate in India and call them, explain ur situation. They may be able to help you - the process and the docs they need to proceed.
