@zlsl, Don't take consulate letter. I did same thing and sent it with application and received my file rejected after 3 months. After that I attached my SSC certificate and it was accepted.

I think Decision is made only after they receive our passports....and DM is equivalent to granting the visa. The Visa is printed in LVO only after DM.
