There are many factors towards PPR timeline. It depends upon Country of Residence, Country of Origin, time for background verification, travel history and if you have stayed in any of the conflict countries and Russian fed it is going to take longer
I just noticed status as Application/ Profile Updated v/s Submitted on the Express Entry Application. When i clicked in i saw IP2. Once you check that your application status will be back to Submitted.

I dont think so. It is purely based on the time elapsed and the recent activity on the case.

You see first status if everything is lined up and working according to the timeline. Second status is for someone who have recently uploaded documents or if there is any change in the application that needs attention either from applicant or CIC
