The cap is 191 till last moment. And the worst case estimate as per the SS is 10/13/2014, by when the file should reach CIC. So tell your friend to think positively and send the file, latest by 2nd Oct if not possible earlier. Tell him it's better to send and hope for the best instead of not...

Using an international bank CC would be preferable, like Citi. Do check your limit with the bank though, you may be good to go but being double sure wouldn't hurt.
