You should get your ECA done by one of the three recognized organizations - WES, ICAS or CES(utoronto) before reapplying. Don't be in a hurry to reapply. It's better to be meticulous.

The answer is yes. How long did it take for your application to be refused? Does your ECA state that the institution is not recognized? Do you have another bachelors degree or its equivalent or a master's degree? Please answer ALL these questions and then we can proceed from there
