Yes that's all our fault that rules changed. I have been waiting since 14th July 2014.

Even the August & September applicants are getting decision made & passport request & I am 14th July applicant still waiting for an answer. This wait is just killing me every day !!

If you see this timeline: 6. cecpet - 29 July 2014, 14 Oct (AOR), Medical (Upfront) Reflecting in ECAS now, RPRF (upfront). Seems like cecpet also never got official MR request. You can do it upfront though.
