as grapehair said processing the PR application is different than submitting one. Many have gotten their ITAs but yet to submit them in order to process.
It is your choice and depends a lot on your preference. Y can't you get the PR and travel for your company itself, assuming that you are already in a service based company
Though there is no official announcement, I think they have paused issuing NOI for now. They select profile that qualify their requirements criteria and issue NOI.
We just have to wait.
While I would like to think the draw is delayed due to a technical glitch, these bugs looks like critical issue and since these features were already there in the system, 3 weeks looks like a long time to get the fix done.

And I am traveling to the US for a short trip in the end of April. If I don't submit my docs before that then I will have to get my Indian PCC and FBI PCC as well
