I'm in the same situation, June 04- Noc 1111 , CPC- Ottawa. Some people from May didn't get their MR , so don't worry they are just digging in your papers, and checking them thoroughly, like mine ;) I think your paperwork and mine is on the same desk and the officer just took a well deserved...

You can access ECAS after PER before there is no info. in the system.

I don't think so. You need to have at least one year in one job but I could be wrong. Write an email to your visa office, call or email cic they will respond with reliable info.

Sorry to hear about that Grace but I went through that couple times (cap reached, changes in paperwork, or closing the program). Your Noc is so cold that you can easily resend them and still be in. If I can help somehow just let me know. Don't give up!!!!
