How come? New York VO has been closed for a long time now. Are you sure it is NY? Or is it Ottawa?

It seems like you don't know it yet. All immigration files from the US are processed by Ottawa VO. You should follow Ottawa's timeline. It takes about one month at the least for Ottawa to send MR after receiving PER.

I am wondering, most of them got a request for Passport copy by NDVO along with medicals and RPRF.
I did not receive any passport copies. But just MR and RPRF along with Proof of funds.

What should I understand ?

avg time is 90 days

it has reached them. now u have to wait until they open your application and check your eligibility and send you PER to your email. that is generally after 3 months of receipt of the applicaiton.
