looks like that is the option. i tried calling cic to set up a appointment at local visa office, but the call centre employee is not ready to do it. they say we have to be landed through montreal office

my case is similar to you except that i have got the copr but interview did not happen you can call cic and ask when the copr was sent. in my case they confirmed that it was sent on 7th and i got it on 28th. there will be notes on your account from mtl which will say the date copr was sent

did you get email about the rescheduled timing?

will you be able to share those instructions? have you landed at the border?

i got my copr today approximate 20 days after it was sent i did not get a call though. is there a way to figure out if copr is valid for border landing?

for the people who have not received for reasonable time they can cancel the current copr and send something with tracking but this being a new process who knows what step they will take

why you cannot reschedule or go for landing. you have copr right?

same here. copr was sent on 7th supposedly. yet to receive it. did not get the interview call as well responded back last friday that i needed another interview

I dont know if we can provide photos at office, but cic can send you photo request (document request) if they do not have the photo for pr card. I have had some of friends send it who had sent wrong photos during ppr process
