@ghostrideryu i already contacted Alberta's driver licensing authority and they told me that from serbia, only thing it might help is to obtain a confirmation from POLICE STATION that you do not have previous history with them. in my mind, i think that's the same thing as the PC we needed to...

as far as i know, DM status comes last. you get rprf and ppr first. as far as "dsafety" goes, i understood that even if we finish everything and go to canada, and the officer at the landing gate does not like us for some reason, he has the authority to send us back and declines us pr.. so...
