welcome zilar , no it is normal, they only do that for temporary visas so they make sure those people wont stay there , and even if they fake permanent residency they can be caught while suspected by the fingerprints..

those are the typical paying , we should expect more expenses and yet surprises :D , but don't forget we are not going in student visas , we are skilled workers so securing the first work will be the first step to build the base in there..

keep the invoice that they gave to you, they will ask about it when you go next time, I don't suggest you to park in there when you need to collect your passport, it will be too crowded at 3 pm, they will just ask you to keep the car anywhere in the middle of the parking and keep the keys in it...
