    The child can get one only if the parents are eligible for one. They can't really access the child's ties to the country and so they do it depending on the parent. When I applied for one back in days in Ja.. They denied me on the basis that my mom does not meet the eligiblity criteria.

    CIC's only job is to evaluate the sponsor's application and make sure that all applications are complete. They determine the sponsor's egligibility and the application is forwarded to the visa offfice to determine the applicant's eglibility........i.e medicals, if marriage is genuine...
