    When new Govt came, they said more importance will be given to PR applications and TR (WP) will be kept to minimum. But it seems to be working the other way. I see so many WPs getting approved nowadays and PR is going very slow.

    I don't think PCC is needs to be valid once they grant you a visa. But rules keep changing. Make sure you visit IRCC before leaving. This is the current list of docs you need to carry. There is no PCC requirement. http://www.cic.gc.ca/english/newcomers/before-border.asp

    You can check with CRS tool. I too believe good IELTS scores by you as well as your wife should improve your CRS points. Check with how much improvement IELTS scores fetch you using the CRS tool. Looking at the trend, if you can get 470+, it should be sufficient to get you an ITA in few months.

    To claim points for "Two or more certificates" under EE, one of the degrees have to be a bachelor degree with a minimum duration of 3 years.
