    PCC is not required for Indian study permit applicants. If they didn't ask before specifically, you don't need to submit then.

    You are currently in the first year of your bachelor's and still applied? That seems odd. Also, you are doing engineering and going for a certification. Plus, not residing in your home country. Those factors you should consider if thinking of re-applying again.

    At the moment, for fall 2020 applications, every application (SDS/NON-SDS/Complete/Incomplete) is going through the 2-stage process. My hunch is, once they are done with all the AIPs, they'd move to the next stage and in that those like you who have already given biometrics would be processed...

    It totally depends on the respective institute. If they allow, you can register and begin online classes. Check with them.
