Don't wait , send the application with letter of explanation. If u have pnp nomination or lmia, then you can probably wait for next ITA , but I would suggest you tosubmit your application. Also attach the proofs that you have applied for PCC and ECA

Is decision made good or bad ? Isn't it suppose to change after you get passport request ?

I have seen timeline of three people here who submitted rcmp and got approval. One got ppr after 15 days of rcmp submission and other one got ppr after one and half month and the third person submitted the rcmp record in April and didn't get ppr until July, he was last active on July. I assume...
