You should call and ask.they said issuing to all applicants

I do t think so.issuing OWP does not mean the first stage approval.but that does not mean they will remark it as not eligible for PR.that I'd my understanding.anyway ,it is happy if I can get away from my employer soon

I called them as well and was told that they will try to issue all OWP before the end of march ,so ,the same info we get,
