You can apply Outland and she can be with you in Canada but she won't be able to work. She can get a visitor record that will allow her to stay up to 1 year and she could easily go in and out of Canada if she gets this document.

We have an Outland application ongoing and it's been 3 weeks since I applied for a TRV, still waiting for a response. I think it would make more sense to apply outland and get a TRV after you send the app the way we did it BUT well I don't know, I have not gotten a decision yet!

That article is from 2014. Just browse the forum and you will find a lot of people getting their spouses TRV rejected before and after 2014. From what I have seen, your spouse would not get a TRV if the intent is to apply inland and stay in Canada. But that's just from my own experience, hope...
