Not sure about the applications they already received, but they have not started accepting new paper applications yet.

Applied in early March, biometric done in the end of March. Status shows reviewing, no updates yet.

covid, they only restarted reviewing applications since July 1st.

I think you are about to hear the final decision. Usually that follows by that letter. When did you submit the application?
