Hi You need to get the certificates as mentioned in WES site for INDIA NO need to worry to get notarized as long as they are in English. But your university should prepare and give it to you after sealing it. (If they are ready to post they can do). To be safe you can collect it and send to WES.

Yes FD will fulfill. You need to get a letter from the Branch Manager in their letterhead with the details including ur name and the total amount.

Though a FSWP 2013 applicant is charged it gives ur clear idea that the payment for the previous year is done till 30 April 2014 applicant. This gives us better hope to begin FSWP 2014 applications will be handled very soon by CIO.
