For paper applications, i guess they send a cheque to the home address in India within 2-3 months

They will refund 100 dollars in 4-6 weeks

Ohh Okay, Do not worry. you are almost done, you can apply when you will get your work permit and skilled job. they consider it more stronger that way. Rest all depends on the immigration officer who processes your file.
