Just send a photocopy of all your educational docs dude. You SHOULD send the WES report for your completed post-secondary education but still you need to send photocopies of all the education documents.

Dude, Check the 24 occupation list posted by CIC on their website. Then check if any of your brother's occupation falls in the list. Find the corresponding NOC 2011 code list from the HRSDC website. Follow the "Apply as a Skilled Worker" link in CIC page. The information is all there in the CIC...
