14 documents or 14 pages? 14 pages can be sent in one mail. maybe your scanner is set for over-resolution (much more than needed) for a document copy. try to scan with less resolution. scan black&white if the document is so. if none of these works follow the above suggestions.

I dont think it is negative decision.. They should have asked for some clarification otherwise.. and.. the spreadsheet average is not working for this point, many people do not check ecas regularly and they aware of the update after the PPR.

Most of the applicants have received such update and clarification requests and they received their passport request afterwards. So don't worry. But it does not mean nothing. I guess you should present them your valid experience very clear with solid evidences. I did not receive such request...
