Yeah fee is refundable but still check ur university policies before paying. If u r taking loan, no need to take GIC. If u got rejected, u can apply with same offer letter, no need to start admission process again. Offer letter is generally valid for 1 year

Well there are two problems: 1. U have 5.5 bands in two modules, might be a problem. 2. U have low b.tech percentage. C buddy, luck plays an important role in visa. I hope luck will be in ur favour. U have 50- 50 percent chances.
