Was it the doctor where the x ray was taken or CIC medical? If the former it's a strange one as they would've seen it then and there to make sure it was a clear x ray, as in a good x ray. I know it's hard but try not to worry.

Did you show you have tried to get medicals done? While clearly a fractured relationship exists with the kids, CIC will need to have seen at least the former. It's not clear from your post whether that was included.

You mention cost not being an issue, look at the other visas available. I think it may be currently closed but there was a visa if you invest $500k into government entrepreneurial bonds. There's provincial visas too but I'm not sure on timelines. But check out what options there are
