Hi PR42LONG, I would also think because of the backlog at Scarborough. They do not just send your file to St.Clair to give you RQ (you could have received it from Scarborough or Sydney too). My file is at St.Clair's too :-), no RQ yet. Good luck! Your timeline is good!

You received RQ after 16 months, Wow! I guess you are waiting for test now? I know somebody who applied in 2011 and got RQ in 2012 too, still waiting for test. Good luck, hope you hear the good news very soon!
