    Just relax. My letter without the customs declaration form was stuck at customs for 20 days. I couldn't do anything about it. You can't send a customs declaration form later. Finally, after 20 days it reached the destination. Some letters are held for lesser days 2 weeks or so. Next time...

    My personal opinion - If you meet the current eligibility requirements, it is better to apply now so that your application can be received before 30 April (or whenever the new rules are slated to come) and get considered within the current requirements!
