I think CIC would consider which NOC he has applied, so Job offer should tobe related to applied NOC. If your freind has applied/applying under IT related NOC, then he must have IT related job offer.Hop this will help, or wait for some one else response.

"rupeshhari " is correct, i think you all qualification documents that you gonna submit, they will pass under validation process from country where you obtained.

Have you got any contact from embassy? If still they havent conact you, you can refund all your fees. I remember i red on CIC website about withdraw application. Please just browse website and hopfully you will find procedure and timeline for withdraw your application.

If its definite Refusal, then its sure any documents or fees would be return too, if not.... i guess you have to paid again your fees for new application. I'm not sure exectly, better check CIC website or write to them directly. Wait answer from others, good luck
