Wondering what happens if the applicants start sending their applications to CIO without PCC , and then after somedays they change it back to 'PCC required to be sent to CIO' !!
Hope they have finalised the new regulations now ;D

About the 1000 CAP being full, my advice is not to think over it.
Just prepare ur file & send to CIO. No one can say anything till CIC notifies on the same.

For AEO, I dont think any 'justification' for hiring an employee from outside Canada is required.
AEO is applied by the Employer. Service Canada gives AEO to employer after checking:
- if the Job Offer is genuine
- if the employer is genuine
- if the profiles of job & of...
A statement from the bank is generally not enough.
It needs to be a Bank a/c statement.
Also a regular built-up' of funds in ur account is what they look for in the a/c statement.
A sudden flush of funds is seen with doubt,,,but one can be lucky as well

There sure must be a genuine issue about your dilemma, but there is no other option other than, to go to Canada before ur visa expires.
The rules are getting stricter by the day. No point losing this chance & reapplying.

I think its a lot of risk.
One can rather try sending a normal letter first, or if your application is an AEO category
A very difficult situation indeed!
Even if your name is Blacklisted, can you still get your PCC (at the most they will write comments on that)
I think explaining the reasons of those comments will be better than not giving PCC at all.
I dont think a Visa without PCC is possible.

The PCC validity rule always has been for 3 months (to submit it)
Once you submit it, it is valid for 12 months.
So if you already have the PCC, and if you can submit it, do it.
Looking at what you say, I am afraid, it will not be valid till October'10 (for submitting purposes)...

Remember,,,It is a test, which needs a lot of focus.
And to get 7.5 (for highest, 4 points) in Listening test needs a lot of focus.
So,,,,Practice hard & attempt all questions!!
