Hi Delila! I have a friend from Cuba as well whose timelines are similar to yours, he applied on August 5th and received PER on November 26th but he's still waiting for MR. He also got in touch with Mexico VO and they confirmed his application was there but he must wait for MR.

It's a good sign. It means you fell within the cap for your NOC. Now wait 20-30 days for PER.

In my case it was 5 days, activated on Jan 13th in the morning - received PER on Jan 18th in the afternoon.
