No there is no time limit .......... the only thing is that the new application will be more critically evaluated since the previous one was withdrawn, no matter what you say they would suspect that there was a potential problem in the relationship this is why it was withdrawn.......

put any of the names whom you want to receive the passport such as your mother in law or whoever is generally home, if you dont fill the first part they will still deliver the passport to your wife being applicant, it wont go to your lawyer in Canada anyways. if you want your wife can put note...
