I have sent my application on 09/09/09 received by NS on 10/09/09... I guess it takes now a days 4-6 weeks for them to respond. I have keyed in my email address on the application so I am guessing they would respond via email.

Thanks guys. After your feedback, I am convinced that I have to give IELTS although I have to wait for my initial AOR because what if the application is rejected for some reason the IELTS exercise would be a total waste for me.
