Yes, the issuing country is the country that issues the passport, which is (usually) your country of citizenship, regardless of the location of the issuing office, like an embassy of country A which is in country B.

Did you check to see if the answers you provided in the MyCIC online questionnaire is the same as what you provided in the form? I suggest you double check both of your answers to make sure they are the same. This online application is too picky: a little discrepancy, and it gives error.

As terki mentioned you can get a post-graduation work permit; however, as far as I know, under international student category, you can get PNP in the province where you studied, in your case, Ontario, not Alberta.
