This is because you likely didn't pay the fees in the beginning when you applied (total $1040 it should be). So ye it's normal, just follow the instructions and pay the fees.

I believe someone mentioned the delay with security and background check is due to NDVO changing company in 2014 that used to do the checks for them. I think who ever's security check was done, they have received their visas, and who ever they did not do are transferred over to the new company...
