Processing in Canada not have any different between be in land or outland , the only difference in waiting time

It depends on the carrier if they deliver to P.O Box or not. If you send post office use the first address. If use DHL, FedEx, or UPS use the second address. By using the second address you will get a signature from the CIC mail room.
