NO, you cannot. They send it out to proper residential address. That is the reason they ask for a pre paid return envelope. AT this point they are taking way long than usual time to dispatch passports for approved cases. I am stuck with 18days and counting.

They do answer the calls but usually 45-60 min of hold time.
