Police Certificates are not mandatory for study permit application .. however, embassy may request them later. So advance with your application then work it out to arrange for getting the the certificates later on.

Your case is considered as changing the institution so definitely you need a new study permit.

if you have a copy of the IMM1294E you filled for study permit application, you will find it on page 2 under passport section.

As per CIC website, visa office in Riyadh is responsible for handling temporary visa application in Saudi Arabia .. so they don't send the applications to Abu Dhabi. http://www.cic.gc.ca/english/information/offices/missions/riyadh.asp

Try to link your paper application with an online account to see if there is any message from CIC regarding your application. This might help instead of only checking with VAC website. read this post for help regarding linking your application...

What do you mean by he needs to collect his passport from VAC (on the same day he submitted his application)?? The guy applied on Feb 12 so it is impossible that his application got a decision on the same day !!

also is the PhD program related to your work experience and bachelor?

Are you applying alone or with family? Did you show sufficient fund (excluding the PhD funding offer) that would cover minimum 1st year tuition fees + 10k for you and 4k for your spouse and 3k for other family members? Did you attach your CV with the application?
