In regards to this it is NOT correct. The issued PR is Canada wide, since it's issued by the government of Canada, not Quebec. In other words you can move to any province you want. Have a good one.

@karanips2000, The safest way is to send an email to some contact person at the faculty of the University you are going to attend and ask them. I might be different for each university.
