What is the procedure for asking GCMS notes? They received my federal application on the 31st of July 2015, AOR November 3rd and since then nothing, no Medical Request no PCC request. I've been in this Quebec Immigration journey since September 2011. :( it's depressing really. I'm tired of waiting.

As confusing and frustrating as it seems at first, that's a good sign...it simply means they are ready to make a decision for your application and end the waiting once and for all, the exact same thing happened to me few months ago and after i re-send them almost all the documents i've already...

I will do exactly that, thank you for your input, this whole process was hard, too much waiting, and a lot of rule changes that they kept applying on old applicants, i just hope i didn't screw things up by moving to another country.

That's what i thought, both my brother and sister are Canadian citizens, and my brother is living in Quebec and yet nothing for more than 3 years :( the word wait is no where near to describe the frustration, the Quebec immigration system has to change.
