I think it could be related to the people processing... The Fedex signed by Tammy aren't all processed and a few of 9.43 were processed by her... That's how I like to see it. We will see if that theory works out.

Did you pay for 9am delivery? That's what I did and I got the delivery stamped at 9.43am as well...

Leaving our families fate to luck is not fair. Every document should be submitted online (upload an application when quota opens and not mail it), the cap should be increased and files should be reviewed case by case, so that its not the complete applications that are processed and count...

Since the payment form is not a bar code page, i assume it will be handled manually and therefore, if it's written neatly, i dont think it will be an issue. Crossing my fingers for yoU!
