If you are out of your country then you can contact your embassy and they can provide you your required attestation or transcript. But please be doubly sure that CIC needs it. Generally a notarized photo copy will work fine.

Do you know that you can also pay by credit card. This way you will not have any problem is the snail mail is not functional in any area. Moreover they will charge your credit card only if your application is accepted.
