I checked Colombo High commission of Canada website.. they clearly say questions regarding application will only be answered if the average period of processing time (Colombo-23 months) passed. moreover we can only communicate via email.. I might apply for GCMS notes next year if I dont get it..

Initial processing - They calculate the points and check If u have sent all the documents n filled all the required forms. If they satisfy with this then they charge n send u an email which include the file number...(If u r within the Cap)

I can c ur timeline that your security check must've been completed within one month,since they request PPR 7 days after medical update.. have u had any oversea travel or just lived in china??

In order to receive points for all of the jobs you have had over the past ten years, your work experience must be in one or more occupations listed in Skill Type 0, Skill Level A or B of NOC 2011.

As far as I know, you will not get refund once CIO has made Positive decision.. If they don't give points for other work experience then they will not make positive decision. They will return your package with your payment.

Documents Checklist says - you can send transcript if its available. (I dint send) But to proof you've completed your master degree you must send the copies of your certificate and Original ECA report.. Since u said u lost your certificate, have u got the ECA report??
