According to my understanding, you do not qualify for Express Entry as your IELTS is CLB 5 or equivalent, you at least need CLB 7 to qualify for EE. Though I'm new to this forum, my suggestion would be if you look at CIC's website, and see if you are eligible to apply for EE.

@Kirkoven, could you please tell us how much points you got in 189? I'm at 50, but not sure, whether I should apply for 489. as for EOI Submission you qualify at 60, but the last I saw, applicants with the score of 65 and above got the ITAs
