You have to submit it online. You don't need a visa centre to process your application because instead they’ve started issuing AIP Approval in principle that states you can start studying online. IRCC is processing applications but at a slower pace. P.S I don’t know which other centre you’re...

My full application was submitted on the 3rd June. I am still waiting.
