Yes you can apy for pr without work permit

Yes you can do but please make sure you have valid work permit at the time of flagpole. Or else I suggest apply online and you can keep working on implied status

In that case you can send your iternary and write the letter to office to send your passport back sooner as you are planning to travel on May 15 they will send passport in a week. It happened with my friend and he got his passport back in 3 days

Did they ask to upload the document ? Or they refused the application directly? And last question did you had AOR when you tried to apply for work permit extension

Yes the AOR is correct and FYI it starts with EP but * is considered arterisk and it is used for security system. May I know how can you add documents to the application if you have applied online. As you mention that you updated on 15 th April 2015
